Does anyone know of any graduate fellowships which accept applicants in the second or third year?

I didn't apply for any in the first year and now I seem to be ineligible for most of them (including the NSF, by virtue of having done a year as a "fake graduate student").

With the NSF and the NDSEG, you can apply for fellowships in your third year if you've made a significant change in field or there have been extenuating circumstances (though I get the feeling that you've got to have a rather compelling essay to even get considered.)
